Minutes Club Meeting 08.09.08TANDRIDGE YOUTH FOOTBALL LEAGUE MINUTES OF A LEAGUE CLUBS MEETING HELD ON MONDAY, 8th SEPTEMBER 2008 AT H.S.B.C. SPORTS & SOCIAL CLUB, LENNARD ROAD, BECKENHAM, KENT.
Meeting commenced at 8-40pm 1/ MINUTES OF PREVIOUS MEETING: (14.07.2008) Proposed: Doverhouse Lions FC Seconded: Carshalton Athletic FC Minutes accepted as being an accurate reflection of the 14th July 2008 meeting. 2/ CHAIRMAN: (Alan McIlvaney) Alan opened the meeting by welcoming all the League Clubs to the start of another new season and wished them all the best for the year. 3/ TREASURER & FINES ADMINISTRATOR: (Steve Davis – Treasurer) a) Team Subscriptions for 2008-09, invoices for the balance subscriptions will be issued by post on or about 1st August for payment no later than the 31st August 2008. Invoices will be based on the number of teams as published in the Divisions Booklet. b) Thank you to the majority of clubs who paid their subscription deposits promptly. c) Despite having been fined there, a few Clubs have still not paid their subscription deposits. Some of these Clubs have already communicated with the Treasurer, some sadly have not. The full list of Clubs from which an urgent payment is required is: Addiscombe Raiders, Beecholme Juniors, Cosmos 90, Croydon Juniors, East Grinstead Town, Elite, Raynes Park Vale, Santley United and Timebridge. d) Outstanding Fines (payment direct to Rocky Horton) the following Clubs have long out outstanding fines: South East FC, Cosmos 90, and Carshalton on the Hill, Santley United and Otford. e) Recent fines at risk of being doubled if not paid urgently: Addiscombe Corinthians, Addiscombe Raiders, Dover house Lions (paid at meeting), Genesis, Timebridge and Waterloo.
Invoices for fines are issued by e-mail to Club Secretary’s, however Rocky is quite happy to add other Club Officers (e.g. Treasurer) if this will help Clubs to track and pay fines more efficiently.
4/ SECRETARY: (Derek Harris) a) Oliver Self Senior Football Development Officer for the Surrey County FA was in attendance tonight; Oliver will take any enquiries and was based at the back of the meeting room. Also there SCFA reps issuing County Handbooks for all SCFA affiliated Clubs. b) Junior Sports FC are looking for an under 15 A or B division team to play at their ground this Sunday. c) Southwark Caribb are looking for teams in the following age groups to play friendlies this Sunday at Peckham Rye Park under 10 kicking off 12.30pm and under 15 kicking off at 12noon, contact Carlton on 07961 339469. d) Balgowan FC are holding a Level 1 FA Coaching Course on Monday and Tuesday evening commencing Monday 15th September 2008 through to Tuesday 14th October application forms on top table. e) Youth Football Festival 2009 being held in Hungary between 19th and 25th of July 2009 for boys from under 9s up to under 19s details on web site www.youthfootballfestival.com. f) The FA Respect Program had been launched at the FA Charity Shield and was now being driven through to grass roots; a pack was given out to all Clubs as they signed in. The FA are asking Leagues to sign up to the Respect Program and in turn the Clubs within that League. Sue Gill from the London Football Association was asked to present the main points to the meeting.
To summarise:- There were 846 matches abandoned in grass roots football last season these where only the one’s reported. Over 7,000 referee’s leave the game every year. Spectator behavior is the largest single concern coming out of an FA survey. The FA within their Respect Program are targeting, referee recruitment it is proposed to spent money on promoting respect with a view to increase recruitment also to improve the number of referee’s available to the grass root game, the FA intended to set up referee monitoring and mentoring. In other areas of Football (Adult Leagues) the Team captain is the only person allowed to challenge the referee, the referee will only communicate through the team Captain. Supporter behavior is being targeted it is intended to bring in spectator areas where all spectators will be asked to stand at least two metres from the pitch and all spectators on one side of the pitch (no spectators to stand behind goals with managers/coaches and substitutes on the opposite side of the pitch, the referee will police the spectator area. The spectator area can be marked out by a line marked on the ground, cones, rope or with the FA recognized barrier kit, which will be made available to Clubs at reduced cost if the League accepts The Respect Program. There are 5 new codes of conducts to sign up to these cover players, spectators, Club Officials and referee’s, all downloadable from the FA website. Should the League adopt The Respect Program? All Clubs will be asked to vote on the acceptance of Respect Program at the next League Clubs Meeting on Monday 13th October 2008. Questions from floor:- a) How much tape in the FA barrier kit, (2 x 30metre reels). b) Does the team manager have to stand behind line/barrier (no) c) Will the referee be responsible for ensuring spectators stay in area (yes)

3. Communication
Where possible please enter the venue and kick off time for all under 16/18 games on the fixture section of the new web site as soon as possible (Tuesday prior to the game at the latest) You will also find the details of the appointed referee there . I cannot appoint without knowing the kick off time. Please contact referee as soon as possible All communication with me especially re fixtures should be by E Mail, or the messaging system on the new web site. It should only be necessary to ring Friday or Saturday if there are problems with your fixture / referees re Sunday’s game. It should never be necessary to ring me Sunday evening. If requesting a referee for a game younger than Under 16 please make sure that I am aware of the reason for the request and whether game would suit a new referee as I never want to appoint an inexperienced referee for a potentially problem game.
4. Training – Course: details of all training courses can be found on the County Websites, links also from our own web site. Referees need to do 6 games with some watched to qualify.
5. Guide to Clubs: Please read the guide to clubs produced that featured in the August newsletter, an updated version will be put on the website downloads. If you are going to use a referee co-ordinator to relieve the manager please inform the referee on appointment and it would also be helpful if you could inform me.
6. Players Safety: Please read the safety document that you will find on the download section of the website. Please insure that any moveable goals are firmly pegged down so that they cannot move. Please also make sure that players jewellery is removed prior to the start
7. Pitch Venue and kick off time: Ensure your club has completed online filing details for each of your teams including normal venue and kick off time. Inform me of toilet and changing facilities for the referee. It is essential I know kick off time and venue to be able to appoint referees
8. Discipline – Abuse from players, officials or parents is not acceptable and will be dealt with by the County F A. If serious problems are reported to me by the referee, I will discuss these with the club secretary before making future appointments. If you anticipate a problem with spectators please keep both on alternative diagonals. The new FA Respect Program suggests supporters are on one side and officials and players on the other. This is fine to use but remember the club is responsible for spectator behaviour
9. New Referees – We will be working closely with Kent, London and Surrey F. A.s’, to assist with the training of new referees. If you would like a young / trainee referee please either discuss with myself or Stuart after the meeting or E Mail me. Please remember that if the referees can enjoy these games we may have them on the league for a number of seasons.
10. Tan 8 - Please mark referees fairly taking into account the match as a whole, and not individual incidents. See handbook for guidance. If you are concerned about a referee and feel it necessary to mark him 60 or under, remember to complete tan 8 and send to Dave Letley giving a clear reason for the low mark. Please do not mark referee 61 so that
11. You do not have to fill in the form. It often happens in January teams ask for a panel referee for an away game because they have heard that there are problems with the teams referee but when I ask Dave Letley no one has reported it .Please do not gossip amongst yourselves do it properly
12. All club referees are welcome to join the league panel and do other games. If any Clubs have referees who would like to do this, please complete the form on the website download referee section. All club referees involved in under 16 to under 18 games must complete form. Details of pre-season meeting will be published shortly and your club referees is welcome. Please E Mail Stuart Axford and he will make sure they are invited.
13. Appointed Referee – See Rule 13 A. When the home team contacts you with venue and kick off details, they should also inform you of the referee and his qualification. If either side requires a panel referee, email me by Tuesday. If the away side is to supply the referee as the home team has not a registered referee please confirm this arrangement by Thursday.
14. Any clubs that would like a referee to be appointed for younger games or for away fixture please contact me as soon as possible.
15. Any club with a problem or query with refereeing please E mail me and I will try to deal with it for you
16. Please remember however we do it, RESPECT is the only way forward.
6/ REGISTRATIONS: (John Plummer) a) Friday 12th September 2008 is the dead line for registering players for the first game of the season. b) Clubs are reminded regarding the standard of envelopes used for registration purposes already registration cards are being lost in the post when envelopes tear open, a full set of cards (Spitfire Colts FC)where forwarded to Alan Clarke by the post office also Derek Harris received another full set (AS South London). c) The issue of under ten players registered for under 11 full sided teams was discussed at length; a player must be 10 years old before the 1st September to play in full sided football.
7/ FIXTURE’S: (Martin Oakey) a) Please ensure that you keep checking the Website for fixtures do not assume that you do not have a game. b) All fixtures should be notified by Tuesday Night, if you have not heard from your opponent please call them and then fill in a late notification advice. c) Tan 9 fixtures breaks can only be given for school trips and must be notified 21 days before the game. d) For all teams playing in County Cup competitions you must ring in the result regardless of being the home or away team. e) Tan 5’s must be completed for all unplayed games unless the game did not take place due to weather. f) Please do not ask your fixture secretary’s for favors or expect any. g) Players signed for academies CANNOT play in the Tandridge Youth Football League. Question from the floor: Who do Tan 5’s go to? Answer League Administrator. Question from the floor: When is the deadline for putting results on the Website? Answer 6pm. Question is it true that Academy players can play for TYFL Clubs when on 6 week trial periods. Answer Yes.
MINORS FIXTURES: (Mike Gobel) All under 7 and 8 fixtures are on the website for the whole season; the remaining age groups are up until 26th October 2008.
8/ COMPETITIONS: There is still a strong possibility that the Inter League competition will take place this season, more news when available.
9/ DISCIPLINE: (Derek Harris) All TYLF complaints have been dealt with there are still County cases going through, Derek asked that all Clubs continued to do everything in their power to help eradicate bad behavior.
12/ CHILD WELFARE: (Elise Payne) There are two courses planned which both require more students both courses are being held at HSBC Sports Club: Safeguarding Children Workshop Thursday 8th September 2008 (3 vacancies) Club Welfare Officer Workshop Thursday 9th October (5 more vacancies)
13/ WEBSITE: (Elise Payne) The old website is now cancelled for entry – its only purpose is that clubs can check contact details that may not yet be on OKS
Any details that you see are incorrect and not on OKS, please email to me noting the club, team etc, and I will amend in the old site.
Please note that there are a couple of other sites with similar names, it is not capital lock specific.
All club secretaries must leave both Mike and myself on the list for the time being as the permissions files are currently being rewritten by the designers and we need full access to your club.
It is a tiered hierarchy software that allows different levels of access
All team details must now be added as soon as possible
There are new fields now for those of you that have conquered this – for
Kit colours within each team – under team manager option, edit the profile of the team.
County affiliation and number within the club profile
Each person recorded into the software needs to answer the questions on their contact page, as to whether you have completed CRB, attended the various workshops
Chartered standard clubs – check this option in the club profile and you will automatically get the three lions and Macdonald’s logo appears beside your own club logo.
Results may be filed on line but as a curtsey to your fixture secretary, please send him a message via the system to say that you will be doing this task. Club secretary can do this for your teams if you prefer. Fixture venues and kick off times for all 16-18 teams must be entered into the site, but all teams may find this a useful tool as well.
Linking maps is very easily done but requires an account with Google which is FOC.
If you are having problems doing the venue, please create the Google account before you ring me.
Any calls between 6.30-8.45 except tomorrow and Wednesday as I am not available then.
All team pages have to be approved by the club secretary before they are published, so it will be the secretary role to ensure that all the content is of a suitable nature.
The league does have the capability to remove a content page if it is not suitable and track who authorized it.
Message service tracks all messages that you get and send.
14/ ROLL CALL OF CLUBS ABSENT: Cosmos 90, Elite, Epsom Eagles, Santley United, Storm FC, Ten Em Bee (SDC),
15/ ANY OTHER BUSINESS: Alan Clarke clarified the situation with Club Welfare Officers all had to have attended a Safe Guarding Children’s Workshop by next season and a Club Welfare Officers workshop by the following season.
Three more candidates are needed for the planned Safe Guarding Children’s Workshop and another five candidates are needed to make the Club Welfare Officers workshop viable.
Alan Clarke then took the meeting through the resent Level 1 Coaching courses, three courses where run simultaneously during June, several more where planned for July/August which did not get off the ground. With regards to the June courses which were fully booked some candidates did not turn up whilst others dropped out, 31 candidates actually passed and the certificates were handed out to the successful candidates or Club Secretaries. The LFA sponsored courses are very competively priced at £90 with a £30 TYFL rebate when the candidates receives there certificate.
There where London Youth Council Guidance books available for those that wanted to take them.
Alan Donovan informed the meeting that Wandle Wanderers FC had asked if metal pegs for securing nets to the ground where still aloud, these are as long as they are correctly used and well into the ground.
Barnet Wood FC had donated a new Shield.
It was pointed out that the information given out on 9 x 9 pitch sizes contradicted the TYFL handbook, clarification of this and the minimum age limit for full sided football would be sent out from the League Office.
