Mini & Junior Soccer Protocols & Requirements

                                      

General Protocols & Requirements

 

All Clubs must be affiliated to the Cheshire County FA through the League Management Committee.

 

All Clubs must make an application for admission to the League Secretary and such application must be accompanied by an Entry Fee of £2.

 

Every player must be registered with the League in order to play. The Registration Fee is £3 for each player.

 

A Registration Form must be completed, countersigned by the player’s parent/guardian and by an Officer of the Club.

 

The Registration Form must be accompanied by a current passport size photograph of the player together with proof of the player’s Date of Birth.

 

NB: Photographs for ID purposes are not required for Under 7, Under 8 and Under 9 age groups – the Club logo should be entered onto the Registration Form instead of a photograph.

 

The Registration Form must show details of any known serious medical conditions of the player and emergency contact details of the player’s parent/guardian. These details must be available at matches and coaching/training sessions.

 

Every Club in the Eastham Mini and Junior Soccer League must appoint a Child Protection Officer who must liaise with the League Management Committee to ensure that the necessary requirements relating to Child Protection are in place and understood by Clubs.

 

All players and Club Officials must sign the FA’s Respect Codes of Conduct.

 

Games are to be played on a Saturday or a Sunday unless otherwise authorised by the League Management Committee. It is essential, for insurance purposes, that if teams want to play on any other day of the week, that the Fixtures Secretary is notified and authorises the game to be played.

 

A flexible arrangement of match times will be adopted to suit the teams.

 

Team Managers must contact each other at the latest by Tuesday of the week before a match is scheduled to be played to confirm arrangements for the fixture. This can be done via the Our Kids Sport website.

 

It is the responsibility of the Home Club to contact the Referee about match arrangements.

 

In the event of the designated match Referee not appearing at the game or where there the League Management Committee has not appointed a Referee, the teams shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of an officially appointed referee.

 

In the event of a team failing to play a designated game, the League Management Committee shall have power to impose a fine, deduct points from the defaulting team, award the points from the game in question to the opposition team, order the defaulting team to pay any expenses incurred by the opposition team and the designated match referee or otherwise deal with them, except the award of goals.

 

Players Names or Nicknames are not allowed to appear on Team Football Shirts or Shorts for any games in the Eastham Mini and Junior Soccer League.

 

All Clubs must have public liability insurance cover of at least £10 million.

 

The Fixtures Secretary must be notified of all results after the game via the Our Kids Sport website by 6pm on Sunday.

 

Marks for Referees, as well as marks for sportsmanship of opposing players, officials and supporters must all be input to the website.

 

Contract players, as defined in the Football Association Rules, are not permitted to play in the Eastham Mini and Junior Soccer League with the exception of those players who are registered under contract with the same Club who have a team operating at Steps 1 to 6 of the National League system.

 

No player registered with a FA Premier League or Football League Academy under the Elite Player Performance Plan contained within the Youth Development Rules will be permitted to play in the Eastham Mini and Junior Soccer League. Details of the Youth Development Rules are published on the FA website.

 

It is the responsibility of each Club to ensure that a player signing a Registration Form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any player aged 10 and over crossing borders including Wales, Scotland and Ireland.

Age Related Matters

 

The relevant age for each player is determined by his age as at midnight on 31 August on the following basis:

 

Player aged 6     as at midnight on 31 August           Under 7

Playing Format of Matches

 

The maximum permitted match playing format is:

 

Under 7 & Under 8                 5 a side

Under 9 & Under 10              7 a side

Under 11 & Under 12            9 a side

Under 13 & Above                 11 a side

 

Squad Size

 

The following maximum squad sizes shall be permitted:

 

Under 7      10 players

Under 8      10 players

Under 9      12 players

Under 10    12 players

Under 11    16 players

Under 12    16 players

Under 13    18 players

Under 14    18 players

Under 15    18 players

Under 16    18 players

 

Duration of Matches

 

The maximum duration of play shall be as follows:

 

Under 7 & Under 8                 2 halves of 15 Minutes

                                      Or     4 Quarters of 8 Minutes        

Under 9 & Under 10              2 halves of 20 Minutes

Under 11 & Under 12            2 halves of 30 Minutes

Under 13 & Under 14            2 halves of 35 Minutes

Under 15 & Under 16            2 halves of 40 Minutes

 

Ball Size

 

The following ball sizes must be used:

 

Under 7, Under 8 & Under 9           Size 3 Ball

Under 10 to Under 14                     Size 4 Ball

Under 15 & Under 16                      Size 5 Ball

 

Pitch Size

 

The dimensions of the pitch should be:

 

Under 7                                            40m x 30m

Under 8, Under 9 & Under 10         60m x 40m

Under 11 & Under 12                      80m x 50m

Under 13 & Under 14                      90m x 50m

Under 15 & Under 16                      Normal Size Pitch

Goal Size

 

The sizes of the goals should be:

 

Under 7 to Under 10                       6ft x 12ft

Under 11 & Under 12                      7ft x 16ft

Under 13 & Under 14                      7ft x 21ft

Under 15 & Under 16                      8ft x 24ft

 

Samba Junior Multigoal, Harrods & Coca Cola Big Red Bag goals are suitable and must be secured in accordance with the manufacturer’s instructions.                    

 

 

Competitive Games

 

Age Groups Under 7s to Under 10s inclusive shall only play friendly games with no results published.

 

Under 11 and Under 12 Age Groups shall only play friendly games but the results will be published.

 

Age Groups Under 13s upwards will have all teams entered into a structured League format and Cup competitions with results published.

 

 

Substitutions

 

The Referee must be informed before any substitution is made.

 

There is no limit on the number of substitutions that can be made at any time during a game.

 

All squad players can be used as substitutes on a roll-on & roll-off basis. A player who has been replaced can return to the play as a substitute any number of times to replace another player at a later stage in the match.

 

A player who has been named as a substitute but does not actually play in a game shall not be considered to have been a player in that game.

 

 

 

 

Respect Barriers

 

Home Teams must provide Respect Barriers at each match or have a separately designated spectator area cordoned off by the use of cones or rope.

 

 

Goals

 

Home Teams must provide 2 goals at each match of the sizes shown in these Protocols and Requirements appropriate to each Age Group.

 

 

Player’s Eligibility

 

A player can only play for one Club during the season unless a properly completed transfer takes place.

 

A player may not be registered for a Club nor transferred to another Club in the Eastham Mini and Junior Soccer League after 14 February, except by special permission of the League Management Committee.

 

A player shall not be eligible to play for a team in any match that may decide a Championship, Promotion or Relegation unless he has played 5 games for that team in the current season.

 

To be eligible to play in a Cup competition, a player must have been registered 14 days in advance of the conference date. In the case of postponed, re-arranged or drawn cup ties, only those players eligible on the conference date shall be allowed to play.

 

A player shall not be eligible to play for a team in any Cup match unless he has played 5 games for that team in the current season.

 

Any team playing an unregistered or otherwise ineligible player shall have any points gained in the match deducted. In addition, the team may have 3 points deducted from its total at the discretion of the League Management Committee.

 

No player is allowed to take part in Cup competitions with more than one team in the same season.

 

A club playing an ineligible player in a cup match shall be struck from the competition and their opponents shall progress into the next round.

Transfer Process

 

The Club a player wishes to transfer to must send a transfer form to the Registration Secretary, together with a fee of £3.

 

The Registration Secretary will then notify the Club for which the player is registered.

 

Should this Club object to the transfer, it must state its reasons in writing to the Registration Secretary and to the player concerned within 7 days of receipt of the transfer form. The matter will then be referred to the League Management Committee for a decision.

 

If the Club for which the player is registered gives its consent or does not object within 7 days, the transfer will go ahead and the player can play for his new Club.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Playing Regulations – Under 7s & Under 8s

 

Age Limits

Matches shall be 5 a side

 

Ball size shall be 3

 

The playing area shall be 40 metres by 30 metres

 

Cones can be used to mark touch lines and goal lines

 

The penalty area shall be 16.5 metres wide by 9.2 metres deep. If the area is not properly marked, cones either side of the pitch may be used to mark the penalty area.

 

The penalty spot shall be in the centre of the penalty area and shall be 7.3 metres from the goal line

 

The award of a penalty must be as a result of a clear foul that cannot be disputed (ie a clear cut penalty with no doubt at all in the referee’s judgement that the offence was deliberate and not accidental)

 

The goal size shall be 6 feet by 12 feet

 

Goal nets and corner flags must be used

 

All players must wear shin guards, which must be entirely covered by socks

 

Match duration is 2 Halves of 20 minutes or 4 Quarters of 8 minutes

 

Kick off shall be taken in the centre of the pitch to start the game and after a goal has been scored

 

There is no offside

 

All free kicks are direct

 

Throw ins shall be taken in the normal way

 

A player making a foul throw is to be given the chance to take it again

 

The opposition shall be at least 5 yards away when a goal kick, free kick or corner is taken

The penalty spot shall be in the centre of the penalty area and shall be 7.3 metres from the goal line

 

The goal size shall be 7 feet by 16 feet

 

Goal nets and corner flags must be used

 

All players must wear shin guards, which must be entirely covered by socks

 

Match duration is 2 Halves of 30 minutes

 

Kick off shall be taken in the centre of the pitch to start the game and after a goal has been scored

 

Normal offside Rules apply

 

Throw ins shall be taken in the normal way. In the event of a foul throw, the opposition will be awarded a throw in

 

The opposition shall be at least 10 yards away when a goal kick, free kick or corner is taken

 

The back pass rule applies. In the event that the Goalkeeper picks up the ball from a pass from his own team mate, a free kick is to be awarded to the opposition. The free kick is to be taken from the edge of the penalty area parallel to where the ball was picked up

Playing Regulations – Under 13s & Under 14s

The playing area shall be 90 metres by 50 metres

 

Cones can be used to mark touch lines and goal lines

 

The penalty area shall be 16.5 metres wide by 9.2 metres deep. If the area is not properly marked, cones either side of the pitch may be used to mark the penalty area.

 

The penalty spot shall be in the centre of the penalty area and shall be 7.3 metres from the goal line

 

The goal size shall be 7 feet by 21 feet

 

Goal nets and corner flags must be used

 

All players must wear shin guards, which must be entirely covered by socks

 

Match duration is 2 Halves of 35 minutes

 

Kick off shall be taken in the centre of the pitch to start the game and after a goal has been scored

 

Normal offside Rules apply

 

Throw ins shall be taken in the normal way. In the event of a foul throw, the opposition will be awarded a throw in

 

The opposition shall be at least 10 yards away when a goal kick, free kick or corner is taken

 

The back pass rule applies. In the event that the Goalkeeper picks up the ball from a pass from his own team mate, a free kick is to be awarded to the opposition. The free kick is to be taken from the edge of the penalty area parallel to where the ball was picked up

Playing Regulations – Under 15s & Under 16s

Matches shall be 11 a side

 

Ball size shall be 5

 

The playing area shall be a maximum of 120 metres by 75 metres

 

The goal size shall be 8 feet by 24 feet

 

Goal nets and corner flags must be used

 

All players must wear shin guards, which must be entirely covered by socks

 

Match duration is 2 Halves of 40 minutes
